Fletcher G. Driscoll, Ph.D., P.G.
Principal Hydrogeologist
Dr. Driscoll earned a Ph.D. in Hydrogeology in 1976 with a minor in Hydromechanics (Civil Engineering) at the University of Minnesota, Minneapolis. He formerly served as a Technical Manager and Consultant at Johnson Screens; Instructor, Teaching Fellow and Professor at three academic institutions; Vice President and Director of the 800-person Groundwater Division of Geraghty & Miller (now Arcadis); and since 1999, Principal of Fletcher Driscoll & Associates. Fletcher races 38-foot A Scows in the summer and restores wooden boats during the winter.

Susan M. Mullin, P.G.
Principal Hydrogeologist
Susan received a B.A. in Geology from Carleton College in 1981 and an M.S. in Geology from the University of Minnesota in 1986. She began her work as a hydrogeologist with Arcadis - Geraghty & Miller, eventually serving as Regional Manager from 1995 through 1997. She has served as a Principal of Fletcher Driscoll & Associates from its start-up in 1999. In her spare time, Susan is working on a master’s degree in Religion and Theology at United Theological Seminary of the Twin Cities.

Thomas L. Davis, P.G.
Senior Hydrogeologist
Tom received a B.S. in Geology from the University of Minnesota in 1974 with added coursework in Groundwater and Hydraulics. Upon graduation, he joined Johnson Screens as a staff hydrogeologist where he designed hundreds of high-capacity wells, analyzed dozens of pumping tests and developed groundwater flow models for dewatering applications. He continues to specialize in these areas. Tom also did the technical editing of Groundwater and Wells, 2nd Edition. In 1990, he began working on litigation projects at Arcadis - Geraghty & Miller and then, in 1999, became a partner with Fletcher Driscoll & Associates. Outside of work, Tom enjoys singing, acting and writing for theatrical productions, composing music, working with children, and traveling with his wife Sandy.

Rhea K. Lowell, P.G.
Senior Hydrogeologist
Rhea obtained a B.S. in Geology from Mount Union College and has completed graduate-level coursework in Hydrogeology at the University of Minnesota. Initially she worked in geophysics as Technical Supervisor of CGG American Services. Rhea has worked in hydrogeology since 1991, first for Arcadis - Geraghty & Miller and subsequently as a partner with Fletcher Driscoll & Associates. In her free time, Rhea enjoys traveling and riding a tandem with her husband David.

Peter M. Kero, P.E.
Senior Environmental Engineer
Pete obtained a B.S. in Environmental Engineering from Michigan Technological University in 1994 and an M.S. in Civil Engineering from the University of Minnesota in 2003. He has been a consulting engineer for groundwater remediation projects since 1994 and is now a partner with Fletcher Driscoll & Associates. In his free time, Pete is a sculptor whose works have been featured in museums and galleries around the Great Lakes region.

David K. Mitchell, P.G.
Project Geologist
David earned a B.A. in Geology from Carleton College in 1996 and an M.S. in Earth and Space Sciences from the University of New Mexico in 2000. He worked as a geologist for small environmental consulting firms in New Mexico and Washington State prior to joining Fletcher Driscoll & Associates in 2003. When he’s not working, David enjoys running, hiking, and playing with his infant daughter.

Donna S. Lindquist
Senior Watershed Manager
Donna Lindquist received a B.A. in Systematic and Ecological Biology from San Francisco State University and an M.S. in Range Management from the University of California Berkeley with added course work in hydrology. She began her career at Pacific Gas & Electric Company as an environmental scientist in the Research & Development Department and later managed the Water Resources Research Program for the Hydro Generation Department. Donna specializes in managing watershed restoration projects, erosion control, plant and animal ecology, aquatic habitat management, stream revegetation and environmental permitting and compliance. Donna joined Fletcher Driscoll & Associates as a partner in 2009 and serves as a senior watershed manager. In her spare time, she enjoys kayaking, skiing, hiking, drawing, baking and international traveling.
